Laura Holt, uma detetive particular licenciada, abre uma agência de investigação, mas descobre que clientes em potencial se recusam a contratar uma mulher, por mais qualificada que ela seja. Para resolver o problema, Laura inventa um superior fictício do sexo masculino, a quem dá o nome de Remington Steele. Por meio de uma série de acontecimentos no primeiro episódio, "License to Steele", um ex-ladrão e golpista — cujo nome verdadeiro nunca é revelado — assume a identidade de Remington Steele. Nos bastidores, porém, Laura continua firmemente no comando.
